Morocco’s slow rollout of Amazigh-language education has entered a sharper legal phase, with fifteen Amazigh civil and cultural associations challenging ministerial decisions that defer full implementation until the 2029-2030 school year.
AkalPress reported that the associations filed an administrative appeal before the Administrative Court in Rabat, targeting decisions by the head of government and the Ministry of National Education. The case focuses on two administrative decisions, dated May 23, 2023 and April 19, 2024, that organize a phased rollout rather than immediate nationwide coverage.
The associations argue that the timetable conflicts with the spirit and deadlines of the organic law implementing the official status of the Amazigh language. For activists, the dispute is not only procedural. It goes to the core of whether Tamazight’s constitutional recognition is being translated into classroom access for all pupils.
The lawsuit comes amid wider scrutiny of the education system. A recent study reported by Medias24 found that Amazigh was still taught in only a minority of primary schools, despite more than two decades of official policy commitments. The study pointed to teacher reassignment, uneven administrative follow-through, a shortage of inspectors and trainers, and unclear implementation mechanisms as continuing obstacles.
The court challenge also intersects with demands from teachers and parents who say rollout targets are often measured by the number of institutions nominally reached rather than by whether pupils in each school can actually receive continuous Amazigh instruction across grades.
Whatever the court decides, the case raises pressure on the government to explain how it will move from official-language commitments to enforceable educational rights. Amazigh organizations are framing the issue as a question of equality, public policy, and respect for the legal architecture created after the 2011 Constitution.
