The Moroccan Association for Research and Cultural Exchange has urged Prime Minister Fatima Zahra El-Mansouri’s incoming government to give Tamazight a clearer place in the next government program, arguing that existing implementation has remained fragmented despite Morocco’s constitutional and legal commitments.

In a message reported by Le Monde Amazigh and AkalPress, the association said the official status of Amazigh has not yet produced the institutional transformation promised by the 2011 Constitution and Organic Law 26.16. AMREC, one of Morocco’s oldest Amazigh cultural organizations, framed its appeal as a practical governance proposal rather than only a symbolic demand.

The group’s central proposal is the creation of a dedicated ministerial sector or delegated ministry for Amazigh affairs. Such a body, it argued, could coordinate government departments, monitor implementation of Organic Law 26.16, and ensure that public services, education, justice, media, culture, signage, official documents, and digital platforms move in the same direction.

AMREC also called for an integrated public budget approach. Instead of treating Amazigh programs as scattered sectoral spending, it proposed that ministries and public institutions identify Amazigh-related projects, staffing, spending, outputs, and results in their budgets. The association said public annual reporting would help reveal where progress is real and where implementation is blocked.

Other proposals include a government program dedicated to completing the implementation of Organic Law 26.16, a broad independent evaluation in 2027 of what has been achieved since the 2011 Constitution, and a stronger ministerial committee with regular meetings, shared indicators, and published follow-up reports.

The appeal lands in a politically sensitive moment. Amazigh organizations have been pressing the new majority to move beyond campaign language and define concrete mechanisms, budgets, deadlines, and accountability tools. AMREC said it is ready to place its experience at the government’s disposal if the new cabinet chooses to treat Tamazight implementation as a coordinated national policy.
