A new civil-society appeal from Tangier has put Morocco’s long-running Amazigh language rollout back under public scrutiny, arguing that constitutional recognition must be matched by visible implementation in daily public life.
The appeal was issued during the twentieth edition of Twiza, the Mediterranean festival of Amazigh culture in Tangier. It followed a panel on the move from recognition to implementation and on the place of Amazigh language rights in the face of hate speech. Participants framed the issue as a national responsibility shared by government, public institutions, territorial authorities and civil society.
The signatories called for faster application of Organic Law 26.16, the law that sets out how Tamazight’s official status should be implemented. Their demands focused on education, administration, justice, health, public services, digital access, media and public signage. They also urged a broader expansion of Amazigh-language training in universities and teacher-training institutions so that the state has enough qualified staff to make implementation real.
The appeal is significant because it does not reject the gains already made since the Ajdir speech of 2001, the 2011 Constitution and the later legal recognition of Tamazight. Instead, it argues that the gap between law and practice remains wide enough to weaken public confidence. For Amazigh activists, the issue is no longer only symbolic recognition but equal access to services in a national official language.
